Public Security in the Context of the Military Police of Pará: Strategic Action and Technical-Scientific Production as an Instrument for Institutional Strengthening

Public security is one of the major challenges faced by the contemporary Brazilian State, especially in regions marked by social inequality, territorial vastness, and institutional vulnerability, as observed in the Legal Amazon. In the state of Pará, the Military Police of Pará (PMPA) plays a strategic constitutional role in preserving public order and ensuring social defense, being responsible for visible and preventive policing and acting directly in criminal control. This article aims to analyze the importance of public security within the context of PMPA, emphasizing the role of institutional technical-scientific production as a tool for organizational strengthening and improvement of operational and administrative practices. This is a qualitative, exploratory, and descriptive research supported by secondary quantitative data extracted from official reports, legislation, publications of the Institute for Applied Economic Research (IPEA), and the Brazilian Forum of Public Security. The results indicate that institutional modernization depends on strategic planning and the consolidation of an organizational culture oriented toward scientific production and evidence-based management. Applied research strengthens decision-making, improves police training, increases workforce efficiency, and contributes to greater social legitimacy. It is concluded that encouraging technical-scientific production within the PMPA is essential to improve public security governance and consolidate effective crime reduction and social protection policies.
